A New Rochelle removal scope should say which end of the city it is in. The state's Resilient NY study of the Hutchinson River, whose headwaters sit in the Town of Scarsdale, names the New Rochelle Road crossing area and the Old and New Wilmot Road intersection vicinity among six high risk areas, and recommends replacing culverts and widening the channel upstream. That is an inland, riverine mechanism. The shoreline end of the city, running down to Long Island Sound, is a different one entirely. Same City Hall, same code, and a completely different case for how much finished material is worth reinstalling below grade.

The Hutchinson's high risk areas, and where New Rochelle sits on them
The Department of Environmental Conservation's Resilient NY study of the Hutchinson River watershed places the river's headwaters in the Town of Scarsdale, flowing south through Eastchester and Pelham to Eastchester Bay, and identifies six high risk areas including "the New Rochelle Road crossing area" and "the Old Wilmot Road and New Wilmot Road intersection vicinity". The report makes 17 recommendations, including replacing culverts at New and Old Wilmot Road, Hutchinson Boulevard and California Road, and widening the river channel upstream of Old Wilmot Road. New Rochelle's own annex separately records "Hutchinson River experiences flooding."

In the 2019-2023 American Community Survey, New Rochelle has 32,138 housing units with a median year built of 1954, 34.9 percent built in 1939 or earlier and about 79 percent before 1980. Of 30,883 occupied units, 51.4 percent are owner occupied and 48.6 percent are rented. The City covers approximately 10.3 square miles, is bounded to the south by Long Island Sound and to the north by Scarsdale, and had an estimated 2019 population of 79,067.

New York Labor Law section 930 defines mold remediation as the business of removal, cleaning, sanitizing or surface disinfection of mold, mold containment and waste handling, and that definition does not extend to remediation of the underlying sources of moisture. A "project" under Article 32 means mold remediation, assessment or abatement of areas greater than ten square feet undertaken for the purpose of mold remediation or abatement, and excludes routine cleaning and construction, maintenance, repair or demolition undertaken for other purposes.

New York Labor Law section 946 requires a mold remediation licensee to prepare a remediation work plan specific to each project and give it to the client before work begins, to provide required personal protective equipment, to display signs indicating remediation is in progress, and to leave containment in place until clearance is obtained from an assessment licensee. Section 935 requires the assessment licensee to prepare a work analysis and give it to the client before remediation begins, and requires the remediation licensee to keep a copy of the work plan on site.

The Wilmot Road culverts are named in a state study. Does that mean they are being replaced?
Not on any timetable you can plan around. The Resilient NY study of the Hutchinson River makes 17 recommendations, among them replacing culverts at New and Old Wilmot Road, Hutchinson Boulevard and California Road, and widening the river channel upstream of Old Wilmot Road. Recommendations in a state study are not funded works, and nothing in that document commits anyone to a date. Specify the rebuilt room for the drainage that exists today and treat any improvement as a bonus.
How much of the basement has to be emptied before the work starts?
Enough for containment to be built and held, which is a requirement rather than a preference. New York obliges the remediation licensee to prepare a project specific work plan and give it to you before work begins, to keep a copy on site, to display signs while remediation is in progress, and to leave containment in place until an assessment licensee grants clearance. Ask for the plan to state what is being moved, what is being protected and where the containment line runs, before anything is lifted.
